kerosene or kerosene substitute

"kerosene or kerosene substitute" means petroleum having a flashpoint of 23.8 degrees or above by Celsius’ thermometer, which is fit for use as an illuminant, and includes any hydrocarbon obtained from coal, shale or other bituminous substance which is suitable for use as an illuminant;
